(1) Except as otherwise written in these regulations, any member may at any time, with the permission of the Speaker, submit a proposal to end the discussion on the proposal that has been submitted to the meeting.
(2) If the necessary discussion on the original proposal has been completed, the Speaker may submit a proposal to the meeting for decision to end the discussion. It cannot be done and if such a proposal is approved, the Speaker will submit the original proposal to the meeting for decision without further discussion.
(4) If it is felt that a discussion has been prolonged in an unnecessary manner, the Speaker may determine the time for the end of the discussion based on the opinion of the meeting, and if the time is fixed, the Speaker may consider that the discussion has ended within that time period and submit all the questions necessary to obtain a decision of the meeting on the original proposal in the meeting for decision.
